The change announced through the agreement signed between the Polish Shooting Sport Federation and the Ministry of Digital Affairs comes into force after a year. On May 27, 2026, the Central Information Technology Center announced the expansion of the list of documents available in the mObywatel app. Individuals with shooting-related qualifications will benefit from this update.
This includes, among others, the sports/dynamic shooting referee license, PSSF competitor license, shooting coach and instructor licenses, shooting patent and the range officer certificate. These documents will be verifiable via QR code.

The documents in question must be present in the Polish Shooting Sport Federation system, and the holder must have an mID or Temporary Protection Document in the application. The Central Information Technology Center also stated that the changes are being introduced gradually, so they may not yet be visible in the app. According to the COI, documents related to the PSSFshould appear in the app by June 1, 2026.
It is still unknown when the most important document, the firearm owner’s license, will be added to the app. However, the inclusion of documents related to the PSSF gives hope that a digital firearm owner’s license appears to be only a matter of time.
